This is only personal preference but I would go for the intel rather than the AMD. I personally have always preferred Gigabyte motherboards to ASUS.

They are both 2007 boards and both only hold 2 GB of memory,the Gigabyte board has got a stock cooler which is missing on the Asus and it has 1 GB of memory,the Asus has none,so you would be looking at case,power supply and graphics card and your up and running,plus you can offer 40 quid and see if he accepts

Personally with such similar prices I'd go for the refurbishedone. Less likely to be immediate or not too distant issues with a refurbished than with a used one.
From a technical pov they both offer similar specs but I have to say I prefer intel to ASUS
Also whilst this has no bearing on the item being bought I prefer the way the Intel advert is set out. This gives me more faith that the seller knows what they are talking about which gives me confidence he'll be selling good items (prepared to be told I'm talking rubbish there and I know it may not 'relate' to how good the board is, but personally as a buyer it would give me more confidence)

personally on those links its potluck!! seller refurbished,also known as pulled from old working PC,for price of the first link you could probably get complete working PC from the friday ad
now when you say budget what sort of figures and have they a pc already
