It may be that your needle has too small a bore (internal diameter).

Try having the needle sucked up a bit before you put it in the nic, put the needle in the nic and then squeeze out the little bit of air before going on till fill the syringe with the required amount. That make sense? I'm crap at explaining things! Lol

Depending on what quantities you're making and how exact you want to be, you may find it easier using the small measuring cups that you get with medicines. I got 10 from the chemist for free!
I get in a right faff with syringes too! The best needle I have at the moment is a 14 gauge one!

Use a bigger bore needle, or pour into a container that you can put just the syringe in.

If it is VG, then you will need a smaller gauge needle. If it is PG then that should be fine. Try testing the syringe by sucking up plain water, if that works ok then it is all down to the size of the needle. The larger the gauge, the smaller the hole/bore. If you pull the plunger up slightly before you put it in the liquid, you will then have a little air gap. Liquid seems to go into the syringe easier and measuring is more accurate (this is how a vet friend does it)

Good tip Roger, it is a lot easier to see the liquid level when you have an air gap. I never quite know which part of the domed black plunger bit to line up with the syringe markings
