Just taken delivery of an innokin dual coil, and when I press the battery button there is a definite delay before I hear the "noise" iykwim. Any ideas why ?

Are you sure the battery has decent charge in it? As Romelee said, check the battery pin is clean. If it's an ego type battery tweak the pin up a bit as they sink/ get pushed down over time. It could also be a dodgy coil in the Clearo.

What battery are you using? Any atomiser/cartomiser/clearomiser works by having the current from the battery heat it's coil to evaporate the juice. It sounds as though this new device is taking a little longer to heat up that you're used to. It may be the battery is not quite strong enough to heat it instantly

Got to admit never tried a DC clearo on a Riva, always used a Lavatube and Evic. It could be the Riva doesn't have the power to fire a DC LR clearo as well as something bigger can. I would also be a bit wary about Low resistance stuff on Rivas, apparently LR atomisers can damage Riva batteries although I never had any troubles with it.
I'm assuming the Clearo is low resistance as well as DC.

It may just be a quirk of this type of clearo then... unfortunately I haven't used one so can't give you my experience. I assume it's a small delay, not seconds?

Its normal I think , I use the iclear 16s & a 30 . they are working but the noise comes latter They are the best I have used

I can only guess that its a higher resistance coil (2.8 ohm)?, which would take longer than a 1.5 ohm?, depends on how long the delay is.

I wouldnt consider a second too long (2 seconds is too long) for a 2 ohm clearo, do you have another battery to try? Perhaps the coils have shifted insider the unit making it higher resistance.
Try another battery and take it up with Jason at Vapeescape, hes a great guy.

As it has two coils in it, they dont have to work so hard. It could also be that because of the lower resistance it is loading the battery a bit more which will cause the output voltage to seem slightly less Could also be that the sound cant get out so well in that clearo.

My OH uses the iclear16 on her Riva and Twist and there is a slight power up and power down but nothing to worry about.
