Yep , couldn't believe it , I have no idea who told him , wether it was a nurse or doctor , but apparently second hand vape is loaded with nicotine that hasn't been absorbed by the e-cigarette user , he was also told that the tobacco giants were losing to much revenue through smokers turning to e-cigs so they were taking over the e-cig industry and pushing flavoured nicotine juice to get the next generation of nicotine users hooked .

can't recall the link but it was italian. They analysed the nicotine passivity of ecigs against fags ... upshot was nicotine expulsion is minimal and you would need 35 vapers in a closed room to achieve the same amount as a single cigarette.

that's not the exact publication I read (several pages long) but it is very similar ... I also seem to recall it was also sponsored by Flavourart ... probably the same

That part may have some truth. The EU is making very low nic juice a special case - I think either 0.2 or 0.4 mg/ml. I have seen a picture of these on display in a shop along side Shisha Sticks. These are not aimed at vapers I think the tobacco lobby managed to get them into the legislation in order to recruit new nicotine addicts. I can't think of any legitimate reason for making low nic juice a special case.
