That's terrible news Hun, what about a last ditch attempt have you checked with the police to see if they could use him as a police dog, he seems about the right age & some forces do use border collies, mountain rescue groups or even USAR the Fire Service search & rescue arm, basically any organisation that will be putting him to work & keeping him busy.

Edit - Forgot one, UK border agency aka customs.

Most of forces start training them from 11 weeks old so he would probably be too old for them. Because he is reactive to lots of different noises he would probably be no good.
