Sounds like part of a good argument not to push vapers outside in the cold, Just let them vape as they work. Or do they really intend the targeting of vapers for disciplinary action.........

You're missing the double negative. "Unlike [...] it is unlikely [...]"
They're saying there is a risk that people get drunk in the workplace, but there is little risk that someone has too much nicotine to carry out their roles.

Now that I have read the full piece, it looks quite good to me. It's telling employers that they need to think it through properly And not just add ecigs into their smoking policy without considering The consequences.

my daughter works in a local factory, and is neither a smoker nor a vaper. If her collegues wish to have a cigarette at tea break, they have to leave the factory, a walk of a quarter of a mile. There is not time for a cup of tea and a smoke, so it`s either/or. Vapers are treated the same. Treating workers like this just breeds resentment.
