He's referring to the good Doctor Farsalinos's letter to the comission on how they have misrepresented his research... for details see the linked thread barry has posted above

The shocking but completely not surprising thing to (all of) us (I'm sure) is that Chris admits on multiple counts that they want to bring this law in but not only do they have no idea of how to enforce it but they don't even have a clue on how to implement it or even if they can! Well excuse me MEPs and MPs at least come up with a workable ******* plan before you start trying to make it law!
We all knew none of this crap would work and we've been telling them for months on Twitter, facebook, emails, youtube and letters and they just say "yes, yes, yes, we are doing it anyway." No they are saying "oh wait... oh well we'll work it out at some point" No you won't, vaping isn't going away, this isn't going to become a non-issue at any point and if you can't make proper regulation that works and is enforceable then go back to your local job centre and make room for someone that knows what they are doing.
The whole thing has been a balls up from start to finish and I have no doubts that if they invent these laws following their path so far they will be unworkable, nonsensical, overly complex, completely unenforceable and generally ignored.
Useless tossers!

Having said that in my above post I now suspect that this is the exact reason they've made this proposal utter bollocks.
They all want med regs, full on, no exceptions - this we know. The only alternative they offer when we kick off is something that is utterly useless and unworkable.
Makes a full med regs ban look a lot more appealing to MPs I expect. You can have full ban (they're good with bans, they do it a lot) or you can have something that blatantly is broken and won't work. Take your pick but you have to pick something.
