This smells of Glance - I would put money on this being a gross misrepresentation of a study.
The ones he likes to distort often specifically say that his kind of extrapolation would be inappropriate.

This is just silly. Vaping encourages vaping. That's the whole point. Why would a young person take up vaping and then curiously decide it's rubbish/uncool/too healthy and then buy a pack of fags. Those that are going to smoke are going to smoke.
