In the percentages used for dilution it makes no difference.
Use tap water, it's fine. I have vaped plain tap water.

As maccafan says use tap water ... you can boil it first and let it cool if you are worried about impurities.

can't toots just use bottled water -? - water is water - destilled one is just without bacteria but it's still h2o - so if it's for diluting bottled - drinkable water should be fine - imho oops - you guys were quicker - it's early morning - so am a bit slow

you can make distilled water v easily using a kettle and a 2 pans knock up a frame to hold said pans above the kettle that lets them sit at a slight angle put one pan upside down on the frame and place the other pan right way up on top of the 1st(both bases together) fill top pan with ice,fill kettle and switch it on with the spout under the upside down pan and wait with a cup to see where the water starts dripping from the upturned pan and place it to catch water that was steam hay presto distilled water

Sounds like the above is passed through a high strength filter! I use a very powerful tap water filter in my kitchen which is ceramic with a carbon block inside. I use the water from this to wash out my mixing kit. It removes chlorine and microscopic organisms. Bet I could boil it and use that for mixing. I know someone who works at a dentists and they told me they order water in massive amounts which comes in one gallon containers. They also tell me they used to get it as distilled from a chemists shop.... distilled. Llyods chemists. Though for mixing I just use Smirnov.

As maccafan says use tap water ... you can boil it first and let it cool if you are worried about impurities. There's always Brita ( or similar ) water filter jugs as well . . . anything to make DIY as straightforward as possible.

Depends on the Nic Base.
If using a PG Nic Base, (with flavourings, which also include PG,)
I personally wouldnt dilute the VG.,as the mix includes enough PG ,to dilute the VG.

Thinking about how much "normal" water steam people inhale as a matter of course... daily in the bath or shower, steam rooms at the gym/spa, facial saunas, with olbas oil when you've a cold, and do they still recommend steam filled bathrooms for babies with croup? Don't think any of these use distilled water do they? Or do they? Can 10% added to your VG be that bad?

EP Lab water is purer than Distilled water, Deionised Water, Tap Water, Bottled Drinking Water, any other water with whatever label name & claims...... It is the purest of pure, in water terms.
Do you need it, should you use it? Up to you!
If you are making e-juice for others and want to ensure that you have a product that is as pure as possible, or maybe you want a long shelf life without the chance of detrition, etc, etc, (and assuming you apply the same rational and quality to all the other components when making that bottle of e-liquid), then for safety sake, you should use the best available.
It is like the Gold Chain analogy (the chain is only as good as the weakest link)... Your e-liquid is only as good as the lowest quality component.
But if you still aren't convinced, try this.... Open a sealed bottle of distilled or deionised water that has been standing for a few months and look at all the bacterial growth on the underside of the seal. It is not designed or recommended for human consumption. It is not batch traceable in a lot of cases. It may not have been manufactured in a Sterile environment.
I personally, like to know what is in my e-liquid, and the quality is as good as it can be. (I am sure that is the catalyst for a lot of people making their own) That rational, is carried forward to the e-liquid we make and sell!
If you are making it just for yourself and you are not to concerned, then I guess it is up to you, as an individual, as to what you use and the level of purity you want to achieve.

Gawwd, my head is spinning now, just logged on and seen all the comments made whilst I've been away, don't know which way to turn. I bought 6 bottles of water from the supermarket yesterday, how about if I boil some of that up????? Or I could see if I could get some distilled water from the pharmacy and then boil that up???? As I've got a whole litre of VG coming I would need to store it (in the freezer I reckon) so I really don't want the water mixed in with it to deteriorate do I, and I'm not going to be able to pour it into my 200ml bottles if it's not diluted down, so I do need to get it diluted. Can you see why my head is spinning now What to do for the best
