The text for Consumer Contracts Regulations is a link to those new regulations. I could be wrong, it seems like a very odd way to word the whole thing. Im just keen that people have the right info.

Excessive call charges
The Consumer Contracts Regulations also prohibits helpline phone charges in excess of the basic rate for calls by existing customers to the retailer or trader about products purchased.
For example, if you are ringing to make a complaint, enquire about your order, or to cancel your order, retailers can't use premium rate numbers. They must provide a basic rate number for you to call.
It cost me more than 30 euros (approx £25) once to make a phone call to the UK about a product I'd ordered due to me having to ring a premium number from abroad - ridiculous it was. Didn't even realise till I got my phone bill.

I noticed the call charges bit a while back. A lot of companies don't realise and are still using 0844.
However, I think claiming call costs under this will be difficult for consumers.
