During the regulation debate I have heard the claim that vaping needs to be regulated countered by the claim that it already is - by ECCA. Is this so? What would happen if an ECCA member flouted ECCA's regulations?

I think you have ECCA mixed up with ECITA.
ECCA is a consumer association whilst ECITA is a trade body.
Any vendor/manufacturer who is a member of ECITA needs to adhere to their guidelines.
Its not compulsory to be a member of ECITA so many vendor/manufacturers can and do operate outside those guidelines.
What every vendor/manufacturer has to do is follow regulations that are already in place for any consumer related products.
