Definition: to allow dry ingredients, such as coffee, tea, or spices, to soak in a liquid until the liquid takes on the flavour of the dry ingredient
Seems to me the emphasis is on the word DRY.
Also the DRY ingredients are normally removed after flavour extraction. Wouldn't a better word be Ageing or Maturing.
Just me picking up on trivial points.

If you have a rummage in the mixing section from days gone buy you'll find some extensive posts on steeping real tobacco.
Those folk were really quite dedicated, what a palaver though
