I cannot read all of article, but can only relate to the 2 years I spent there, the attitudes were very relaxed, I was a smoker at the time, and the smoking ban came in, the attitude was when asked if have to go outside to smoke, for 100 years you could smoke in here, why change now, I know now as a vapour that was wrong, but it was very nice as a smoker at the time to have freedom of choice.

that's a petty dire stance on e-cigs, but better than the virtual total ban they had beforehand, although the report includes some serious positives clearly the majority of SHCB reps disagree with being lenient enough to actually allow general sales, or anyform of advertising for them ....

Haven't read it all but this trial referenced on page 38 is surprising....

The second prospective and randomised trial, named ECLAT (EffiCiency and Safety of an
eLectronic cigAreTte) was conducted by Caponetto et al. (2013). A total of 300 smokers was
divided into three groups:
o group 1: using e-cigarette with a nicotine content of 7.2 mg for 12 weeks
o group 2: using e-cigarette with 7.2 mg for 6 weeks and with 5.4 mg for 6
weeks
o group 3: placebo e-cigarette for 12 weeks.
There was no significant difference in quit rates after 52 weeks: 13%, 9% and 4%
respectively or a global quit rate of 8.5%. In addition, smoking reduction of at least 50% was
observed in 15% (groups 1 and 2) and in 12% (group 3) of the participants. At the end of the
trial about 26.9% of the quitters continued to use the e-cigarette. As was the case with the
RCT above, one major limitation of this trial was its use of a fairly inefficient e-cigarette
(“obsolete and underperforming compared with current models” in the words of the authors).
