I would assume if the person was a non convicted sex offender (oxymoron I appreciate) then it may potentially become a hurdle.

Do you have much experience of dealing with victims of sexual offences or indeed offenders?

I have to agree with Get Off My Cloud , this will not stop sexual offences happening any more that CCTV stops crime, what it will do it give the prosecution a lot more ammo if someone that has been given this order offends. Obviously this will not help the victim! It makes you wonder what is the point?

To use your analogy if used correctly CCTV is a valuable tool in the multi faceted fighting of crime. CCTV is used a prevention device as well as collecting evidence in the event of an offence taking place. 
Living in Cornwall we do not see CCTV used well. Where I used to work there were in excess of 100 cameras in the town centre monitored 24/7. Whilst there was still crime being committed it did deter crime and aided in catching offenders.

If this legislation prevents one sexual offence then it is worth it.

The person under the order must reach certain parameters to be placed under it.

A chief officer of police may by complaint to a magistrates' court apply for an order under this section (a “risk of sexual harm order”) in respect of a person aged 18 or over (“the defendant”) who resides in his police area or who the chief officer believes is in, or is intending to come to, his police area if it appears to the chief officer that—

(a)the defendant has on at least two occasions, whether before or after the commencement of this Part, done an act within subsection (3), and

(b)as a result of those acts, there is reasonable cause to believe that it is necessary for such an order to be made.

Subsection 3 lists.

(a)engaging in sexual activity involving a child or in the presence of a child;

(b)causing or inciting a child to watch a person engaging in sexual activity or to look at a moving or still image that is sexual;

(c)giving a child anything that relates to sexual activity or contains a reference to such activity;

(d)communicating with a child, where any part of the communication is sexual.

Firstly none of those listed acts appear to apply to this case, secondly even if this does also apply to vulnerable adults which it doesn't say anywhere on the page you linked to nor in the news item.
He was not found to have done any act.

We have now gone way beyond guilty until proven innocent which is Orwellian enough and moved into the territory of guilty when found not guilty.

Because of totally untrue allegations.

Screwed my life up something rotten while the investigation into lies took 3 months.

The replies of six witnesses were completely ignored for 3 months while my life was made hell.
