That's why they will tax nicotine. The only items we use that is directly related to vaping and conceivably have no other use is nicotine. Think of the outcry when they put the tax up on power banks, and the WI will kick off royally if they put a tax on vanila flavour. So logically prefilled cigalikes and nic will be the target.
