Much of what you're asking comes from experience, trial, error, some patience . . . . and personal tastes vape2017, although I realise everyone has to start somewhere.
ELR is a good place for that:
You'll find a host of different recipes . . . . which can be sorted according to their popularity/rating and if you input a particular flavour, you'll find a suggested average ratio used for it. But bear in mind it is only a suggested percentage, personal tastes can ( and do! ) vary widely.
Back in the day of pre oneshots and shortfills we used to make every concentrate up as a 5 or 10ml sample, which although tedious and time consuming gave a real feel for flavours and what suited individual preferences . . . . . personally I don't think a better method has yet been found.
My suggestion, if you don't want to use oneshots which would be a good progression from shortfills, is to find a recipe or two which appeals to you and has a decent rating - buy the concentrates for those, then make them. Otherwise you could find yourself spending a lot on flavours, without necessarily ending up with anything tasty . . . . which is both frustrating and disappointing.

Well you've made a flying start vape2017 . . . . well done you!
If any aren't exactly to your liking think about which elements of the blend could be tweaked, to tailor them a little more to your personal tastes . . . . most mixes unless they're truly horrific to begin with can be salvaged with a tweak or two . . . . it's all good experience and helps towards learning what suits you and what doesn't.
Our jtc doesn't do one shots either, here's his thread with some favourite recipes which may appeal to you.
And thank you for the compliment about my pupper.
Just to digress, she's a rescue Staffie adopted from a local shelter 3.5(ish) years go now, having been rescued from a pound in Wales where she was abandoned on the streets, not claimed after 7 days and due to be PTS . . . . I'm quite chuffed as they're very pro Staffie and are going to run her story in their September Staffie Awareness Week promo. *Proud Owner Moment*
