But one thing is for certain, without e-cigarettes we would all still be puffing our way into a potentially early demise ... I'm convinced of that. Had I not found vaping all those years ago, I do believe I'd not be in the same place now. Likely, I would be, at best, fighting one of the many nasty diseases smoking is known to cause. Or worse. I am convinced I've "dodged a bullet". SWMBO is of the same opinion. We are both so thankful I found about e-cigarettes and "gave them a go".

Sorry - can't offer any help for the fence painting. Not a job I'd fancy .... But: I've had situations inside where regular paint simply didn't cover well even after several coats. Either because the existing colour was too deep/strong or, in one particularly troublesome place, stains kept coming through (rat piss stains in the ceiling). I found that the local big box hardware recommended and supplied a shellac based stain seal/primer/undercoat. It worked exceptionally well. And, being shellac based, it is pretty universal for what it will cover and what will cover it. Good luck with your garden improvement/makeover.
I've heard of Zinser BIN primer and used some cover-all on some water staining. However I have 11 panels to paint and BIN primer would be ruinously expensive. No, not for outside. Hence my saying "can't help with the fence". And agree, Zinsser ain't cheap. Likely it isn't suitable for external use either. But for those problem internal surfaces ... like covering old tobacco smoke stains, kero heater stains, animal stains, very stong past colours - which can all blead thro follow on top coats - a dedicated "stain blocker" primer makes things much easier.

...ah mate that sucks ...the joys of life eh? Yep. All sorted now though, that little lot happened a month or so ago. So, all over now, well, except for regrowing the lawn. Oh, and getting over paying the bill! Needless to say, that little lot cost a bunch. Thanks for the tip though will move Trev to a slightly more secluded spot if privacy is what he’s after May not be such an issue for you over there. Different climates and all. BUT here, we found those bushes suffered in our direct summer sun. Lot of burned/scorched leaves and such. They wanted protection from the light & heat. I think they call it "dappled light" or somesuch. But that's our summer: long periods of high 30s (with a few 40s thrown in for good measure) with no cloud/shade. They did get plenty of water, so it was just the heat/light. Prolly not an issue for you though. Seemed to like a bit of a feed periodically too. Good luck with Trev.

Saved by good neighbours.
We had a sorta working after a fashion crapper late that same day but it took 'em two full days to deal with all the associated carry on.
