As Steve (VapeStorm) says, they have no voltage control. The only way of regulating the 'strength' of vape is by adjusting the ohm rating of the coil in your 'tank'. This is why mechanical mods are better for those of us who recoil our own devices; we are (supposedly!) able to make a coil which will give us the optimal vape on a fresh battery.
Unlike a VV/VW mod which contains electronics which regulate the battery's output throughout its discharge cycle, a mech mod starts at full charge and the power gradually decreases as the battery discharges. You have to be careful to stop using the device before the battery runs out completely otherwise it could do something nasty, like explode!
Some people use something called a 'Kick' which sits on top of the battery inside the mod and regulates the voltage or wattage to give a steady output for the battery life. These generally need to sit on an 18350 or 18500 battery as they obviously take up a bit more room than there is available on top of an 18650, unless the mod is telescopic.
