I'm with Foxy - guarded optimism.
I rather suspect (and hope) there may be at least some element here of 'somebody in officialdom' slowly waking up to the idea that the e-cig genie is basically already out of the bottle and beginning to realise that their chances of stuffing it back in there aren't good, at least not without seeing an instant new black market pop into existence and thereby denying themselves any chance at all of tapping into the new revenue stream this represents.
Depending on how well-informed they are, it may in fact have dawned on them they are already benefiting from import duties, VAT and taxes being paid by our most familiar reputable suppliers. These companies are NOT a bunch of fly-by-night cowboys but rather a number of already well-established new businesses making strenuous efforts to supply a rapidly-growing and highly competitive marketplace with the best quality products they can lay their hands on, even despite the efforts of some the Chinese hardware manufacturers!
I really do wish there was some way of quantifying or at least estimating with some accuracy how many regular vapers there actually already ARE in the UK, to the nearest few thousand or so. Is anyone else here aware of whether any such figures exist? Some days I think there must be hundreds of thousands of us, others I get downcast and think we're a tiny minority.
Either way, these prospective new products Dave mentions will have to compete in this marketplace, and I believe that many committed vapers would be likely to at least consider criminalising themselves rather than either accept an expensive 'approved' alternative or return to using tobacco.

I don't think the Dept of Guesswork can possibly know how many smokers or vapers there are in the UK. All their stats are extrapolated from iffy research. Criminalising e-cigs and associated paraphanalia isn't likely to be very successful IMO. Illegal drugs are easily available despite the law. Snus is available despite being illegal to sell in the EU. I expect incandescent light bulbs will continue to be available too, even when retailers existing stocks are exhausted The demographics of people with criminal offences for buying and selling prohibited items should be very interesting in a few years
