Allow me to interpret that last sentence.

And he added: "At the moment, there is little big Pharma and big Tobacco can do about e-cigarettes: until we ensure their products are the only ones available, we need to ban everything else."

Just seems to me as though 'higher powers' have gone through the report and deemed certain stuff 'unbroadcastable'. Yes, it's a small turnaround on their previous reports, but blink and you'll miss it.
