I think 4% is pp transaction charge to a retailer. I do think Paypal gives the option to the seller whether or not the customer pays the fee or the vendor. Paypal makes an extortionate amount of money charging fees but I would like to think that most vendors simply factor this into their prices rather than turn the process into a 'cheap flight' fiasco with added extras after the purchasing process, as this makes it difficult for customers to be savvy and do like for like comparisons.

I've recently purchased a couple of items from Elegant Vapour and paid the 4% pp surcharge, which was offset by using the POTV5 5% discount. They do a modded Nautilus base with increased airflow which in my opinion really improves the atty, and which I use all the time. It makes it a sort of halfway house between the standard mtl Nauty and lung hit tanks. I'm not sure whether they have permission from Aspire to do this or not, but they also sell the standard Nautilus tank pack and a version they market as the Nautilus Air which consists of their modded base, a steel cage replacement tank, drip tip, beauty ring, and two coils. Apart from the base, the rest seems genuine Aspire stuff, but has their own plastic sleeve over the seemingly genuine Aspire box. I have had prompt service and no issues with this vendor, but reading the other forums they don't seem the best if you do have a problem. I do know they had money and trading issues in the latter part of 2014, and seem to have gone bust around Christmas time last year. They are now owned by Vaping Supplies Ltd, and have moved their registered office from London to Northwich in Cheshire. They used to have a b&m in the area, but this has now closed and they are trading on an 'internet only' basis now. I don't know whether the trading name was bought by Vaping Supplies Ltd, or whether they are a 'pheonix' company involving the same people as before. They may or may not be related to a company called Elegant Vapour who traded in Hanley in Stoke-On Trent who went into liquidation in 2014. I also read somewhere that they were allegedly selling clones until the original makers complained to pay pal about intellectual property issues, which resulted in Elegant Vapours withdrawing the clones before pay pal pulled the plug on them. That may or may not be why pay pal are insisting on the 4% surcharge being passed on. Long story short, I use 'em for an item I can't get anywhere else, but if price is my only driver I would go elsewhere, to www.kingsofvapor.com for example.

Not one of ours i don't think They aren't . . . . we rejected a Vendor application in April 2014 from someone going by that name at the time. We've had no further applications since.

You need to report them to PayPal. It is a condition of being a registered vendor that they do not charge a surcharge to use paypal. Once Paypal are made aware they will get a warning and or will not be able to use paypal. It is against their terms and conditions. Full stop. They need to read them. I can understand their point of view as the charges must dent their profits severely. But they agreed to the terms when they signed up.

i don't see the problem here. If the total price is good, what difference does it make how the final figure is made up? I just think it's naive to put the hike on at checkout. You still have to click on the pay button to incur the charge. If you don't like it, or it makes it too pricey, don't buy. Same thing with shops which add charges for card payments. Loads of small businesses do this as it costs them. Nobody has the right to tell a business owner how to conduct his business. A few episodes of Alan Sugar and everyone is an instant expert.

Get a paypal pre pay mastercard. Use it like a debit card then you wont pay any fees for paying with paypal. I got 1 to save paying the 2% paypal charge that parcel2go adds for paying with PP.
