so companies like DC will be supplying wholesale products without any problems, only the vape shops will be restricted from a lucrative sector of the market in selling nic base, there is no restriction of sale for non retail purposes down to the 10ml/20mg level ....
maybe then DC's recent expansion is based on this legal loophole and there investment will produce significant returns in the post TPD years ahead of course I expect that such wholesalers will be forced to pay the relevant impending tax values based on their "bulk sales" which will make it only marginally cheaper to DIY mix than to buy a finished product off the shelf, I can see a lot of people starting to own aero grow units for leaf production to then leach into gallons of PG just to avoid the taxes in the future ..... failing that in a similar manner to home brew kits (that don't contain any alcohol and thus avoid the duty rates) there will be a new crystal form of nic that you add to pg or vg and make your own base mix ...... of course that will also spawn a new market in home testing kits (for strength testing) which will all attract nothing more than standard VAT rates .....
and that's totally ignoring the option of going down the dodgy illegal black market supply route that things like class a drugs went down ....

That's a bit extreme but I agree nic vendors will just turn to wholesale if it does avoid the regs. Perhaps darrant has done their homework, the ecig shop and darkstar don't seem to have any intention of stopping either but both offer what could be considered wholesale amounts. If the uk ignores how many shops have opened and **** them over with these rules there will be a mini collapse in the economy that will be felt, in my local shopping centre alone there are 5 vape shops and it's not a big place, though some are chain stores that may manage. Perhaps loopholes are intentional. Balance between business and tobacco tax

I hope the likes of Dark Star etc keep on selling and offering "wholesale amounts" of nic in decent strength ie 72mg as now. However I do see a problem with this. Retail sale is defined in the regs as sale to a consumer. A consumer is defined as a natural person who is acting for purposes which are outside that person’s trade, business, craft or profession. So in order to sell the higher quantities/strength nic liquid they would need to assure that they were selling to a producer/supplier rather than a consumer. Given that all producers will need to register, it would be easy for them to just ask for the registration number. No number, no sale. Much of this depends on the policing of the regs, but there is the potential to dry up the market to us DIY mixer consumers if the regs are followed to the nth degree.

A lot of normal "wholesalers" allow normal people in these days anyway
