I emailed Callum at Everything Eliquid for clarification of nicotine sales and TPD - here is his reply
Regarding the sale of nicotine related to the TPD there are two aspects.
The first is until November the 20th we are legally allowed to import 72mg for sale into the retail market. After this date we can no longer import any for the retail market. We can, however, sell the stock that we have at that point.
With this in mind, we will be placing a large order to arrive just before the 20th to service the retail market for as long as possible. So we will most likely run out of 72mg nicotine that we are legally allowed to sell as retail December, January time.
Then it will become the post 72mg world. At this point we will be selling a maximum of 20mg nicotine in no larger than 10ml bottles.
It is a real shame that the government has decided that this will be the law, but unfortunately we will all have to work within it.
DIY will still be possible, just how we do it will change. Everything except the nicotine will remain the same.

The 10ml bottle size is bloody daft because everyone will be buying large numbers of multiple bottles.
The 20mg strength isn't that big an issue PG or VG is cheap so it's not going to affect the price massively i shouldn't imagine but needing to order 20 bottles of nic at a time is just ridiculous.

With the 1L bottles i just wash and reuse. I am not going to do that with 100x10ml bottles they would just be chucked in the bin.

Will there be any room for flavour?There will . . . . 20mg will enable you to mix at 12mg using 20% of flavouring and with some of the more potent concentrates requiring a lower ratio, then there is a little leeway to mix at a higher mg strength - although it's not an ideal situation and requires some planning. If DiscoDes's prediction turns out to be anything like correct then that means nicotine-base will cost £500 per litre (£5/10mL) at 18mg/mL so that's equivalent to £2,000 per litre at the current 72mg/mL. I don't think "significant" is the word I would use! Glad I got my supplies in.
