There's not enough info yet on the detail charliehorse .... but I'm presuming/hoping that DIY remains largely untouched, for the old timers like us.
PG, VG, and flavourings are used in other things. Compound concentrated flavouring vendors could also find loopholes by selling them for 'baking' etc, in a similar way to how many adapted to the TPD / tiny 10ml bottle restrictions for e-liquid (i.e. short/long fills), etc. The tax may be only on 10ml nicshots/ready made 10ml e-liquid, but I would be guessing.

.... we'll just have to wait and see.

What size of syringe/s do you use? Also I don't think pharmacies would have blunt dispensing needles.

Below is one link for 20ml syringes with 14 gauge blunt needles. (Note the smaller the gauge number the larger the needle bore).
