Its best for unsolicited phone calls and emails not to respond if you can,  these people create lists where people have answered the phone or responded to an email and then they sell those lists on,

a list of emails or phone numbers where someone has responded has a higher value from a list where the person hasn't responded and there is always  lot of buyers

I have read of one company where their business is just to phone if you answer they hang up and list  your phone number as valid and ripe for further calls

also keep a whistle by your phone and blow it down the phone at scammers, or tell them due to dodgy calls you have the police recording all your phone calls is that ok with them, (worth a shot)

Hi Sue, Hp are quite well known for over heating, when you say a laptop tray do you mean a laptop cooler which has built in air vents and fans and connects to your laptop via usb sometime like this

most HP air vents are on the bottom of the laptop so the laptop needs somewhere for the air to go, if you are using just a laptop tray without air vents and built in fans this might be your problem.
I would go for the compressed air , replacing the fan sounds like it will be expensive as you will as that will require someone to open up your laptop unless you know someone that can do that for you

forget to mention laptop coolers go from as about £1 +  postage on that well known auction site
