My reading isn't the same as yours. They'll give most weight to the "public health-focused organisations" which mostly recommend option 2 - require medical authorisation within one year. I think they''ll ignore the comments from the Royal College of Physicians (among others) that authorisation should be given to any products shown to be safe, without requiring that they are a proven way of giving up nicotine.

i may come across as a cynic but it seems that their decision has all but been made "officially", reading through some of the info it does not bode well, but after all it "is in the best interest of us all, and think of the children!" sorry Ron, i will have to rein in the rant.

I agree none of that reads well.
They want it as medicine and are just gathering enough "evidence" to support their opinion is how it reads to me.
But if the evidence doesn't support regulation I'm sure they won't let that stop them, just like the EU.

Didn't realise the age of it.
It's quite possible it doesn't reflect current thinking then, a lot has happened in the past year or two.
