No, that's someone trying to duck eBay's rules and sell straight-up e-liquid.
You need to look for something labelled 'concentrate' or 'flavouring', and eBay is really not the place to look.
Try, for example, Liberty Flights.

A lot of the stuff advertised as e-shisha on eBay, like those, are 0 nic and 'bend' ebays rules slightly. But as barrynorton says, avoid ebay. There are loads of recommended flavour concentrate suppliers listed on here and the stuff is tried and tested.
