Golden Virginia - Depending on its freshness or otherwise, it ranges from pretty damp to dusty dry. SO often spreads his out on a sheet of newspaper to dry a bit. You do need to de-clump it by pulling it into shreds with fingertips I used to get tobacco everywhere and my cigs used to behave like mini volcanoes shooting sparks on backs of hands and wrists *ouch-ouch* and my clothes got peppered with teeny burn-holes - especially brand new clothes Memories, aaaahhh scylla

... have protection of tea towel on lap Best not use a terry-towelling one - the baccy shreds/dust get caught in the fibres, you can't shake it completely clean. (Here speaks experience ) (((Lolli))) scylla

Lolli why not try Amber leaf next time i find it less damp than Golden virginia plus it has a milder taste, i use a rolling machine the one where you put your tip in then tobacco then the paper then close the lid and up pops a rolled ciggie (does use a fair bit of baccy this way) but i never got the hang of hand rolling so this machine works for me.
