I don't think that's being suggested, rather if the backer has a vested interest then the outcome being viewed by some is likely to be with scepticism.

Sounded good at first but from what I have read, Lorillard are running with the fox and chasing with the hounds.
They want TPD type restrictions but they also want to paint e-cigs in a good light, that way they can afford to produce sealed cartridge type e-cigs that conform to government regulations at the same time as getting generation 2,3 and 4 vaping devices closed down, thus leaving themselves with no competition. It is a win win for them, they are not stupid!
