It's just a 26650 battery holder - you could easily mod a cheap torch body to do the job... no lathe required.

Hmm... I used to own/run High Fidelity Studios, which everyone called HiFi Studios. I tried to register with a forum as HiFiStudios, and, for some reason, it cut the "ios" off - and it's kind of stuck. The avatar is courtesy of Lee - and very nice it is, too... (a bit too accurate in the hair colour dept., and also in nose size...)

Bottles weren't CHIP compliant so TS have a case there. As for the e-cigs themselves being electrically dangerous, they are likely sound activated, like many cheapies, and that can cause burns. They may also have been incorrectly CE marked - quite often Chinese makers use a similar marking, but not the right one, and without thr correct paperwork etc.
If folks want all the safety checks done, be aware that the cost of all your kit will inevitably rise a lot - most vendors make nowhere near enough profit to be able to absorb all of the costs that will arise. Expecting an atty to last more than a week and cost under a fiver is unreasonable, for instance - if you buy cheap, you get cheap.
