Basically a lot of them are cheap rip-offs.
There's two problems with that. One is that they are likely to be less than spec - either won't have the capacity claimed, or will die earlier.
The other is that they may not be as safe. There's an inherent problem with Ni-ion batteries in that a small percentage explode. It's not confined to e-cig batteries - HP recalled a lot of lap-tops a couple of years back. It normally happens when they are being charged. The only ones I've heard of exploding while in use have been stacked.
One (respectable, chinese) supplier said, when someone complained, that only one in 10,000 of his batteries exploded, and he regarded that as acceptable.
UK suppliers will tell you to use a charging bag. Personally, I don't, but I don't normally leave them on charge unless I'm around and awake.
The less careful the manufacture, the more likely they are to explode.
I actually own a couple of trustfires - I bought them to test something out, not expecting to use them much. In practice I've used them a fair bit, and so far they have been fine. But that isn't really the point, is it?

I don't think refreezing would be a problem, because it doesn't really freeze, just goes thick.
Personally I decant into 250ml glass bottles, and once I take one out of the freezer it doesn't go back in. Nic doesn't degrade that fast if you keep it in a dark place. Someone did the research on this, but I'm away from home without my bookmarks, so its a google task.

If I get to meet him or anyone else again I'll take a single A4 sheet to give him, double spaced, with a small number of my main points on it. I have no faith in an MP's desire to read anything they don't have to, so I'd keep it that short. Double-space so they can make notes on it if they want. I did take some notes for my own use, so I could back up the figures I used (only used 2 or 3 in practice because I think more than that sends them to sleep, but I had more available).
I took in a vamo. I think it is important for these people to know it isn't just about cig-alikes, but also one of my objectives was to persuade them that the technology is developing rapidly and should be allowed to continue to do so. (The point about the vamo being that it is actually a ludicrous device - may not look that way to you, you're used to this stuff - but it is very functional, very cheap, and in another year we should get all that in something the size of a small ego). If I do get another ministerial level meet I'll buy an evic to take, in case they want to talk about dose control.
I think it is useful to go in with a couple of objectives, one of which should be about what you want them to do next. For better or worse, I was trying to crawl up the ladder to get to someone who might actually get to take a decision. I don't think I'll get further than I have though, so you might have a better objective.
My other objectives were to persuade them it was worth their time, and that the EU recommendations would destroy the market if implemented. I thought the first of these would be the easiest - surely these people want to save lives - but it wasn't. I tried the government target thing with the EU minister, without much success. Maybe I should have talked about votes.

I've used them. Took over a week to get here, but was fine. 75% is OK. I don't know if anyone has bought more than 1 litre at a time.

My concerns are these:
This body is recommending legislation to the UK government, and is currently the most authoritative document the government has.
Once someone produces a report, white paper, or whatever, it gets much more difficult to change their minds. So I think it is a good idea to panic now, before it is too late (if it is not already too late).
It is not clear to me that the UK government will not legislate ahead of the EU.
I hope I'm wrong, but I'd have thought it unlikely that anyone will do the research to get anything other than a cig-alike approved.
I suspect that most of your members' revenue comes from cig-alikes which may give your organisation a perspective which most of us on this forum don't share.
Even if the "characterising flavours" recommendation from the EU is ignored I'd think it unlikely that anyone will do the medical research to get approval for, for instance, Grants Vanilla Custard. So I think we will be back to tobacco/menthol flavours.
We may be able to import stuff - the Aussies seem to manage - but every report like this that is produced makes it more likely that another country will go down the medical route and makes importing less likely.
I'm not so worried about me - I'm 65 and I could probably have enough nicotine stored to last the rest of my life. What p*sses me off is that because of this report a lot of people are likely to die younger than they should.

You really do have a downer on them don't you? They are a new committee and if Matt (womble) is anything to go by, will be much more proactive in the future. Yes I do, but I guess mostly because previous committees haven't seen political action as a priority. I hope that you are right about the new one.
